Guidelines for the Special Effects Fund (CGI)

1.0 APPLICATION INFORMATION FOR SPECIAL EFFECTS FUND ( CGI )

1. INTRODUCTION:
Special Effects Fund – CGI has been drawn up by the Government under the National Key Economic Activities (NKEA) EPP 1: My Creative Content, the Government has provided funds through FINAS Special effects Fund – CGI (Computer Generated Imagery) to film enthusiasts in Malaysia.

2. OBJECTIVE:

2.1. Assist and encourage film producers in Malaysia to create content using special effects – CGI;
2.2. To produce more local quality films which are able to compete at the global level by using the special effects elements -CGI; and
2.3. Help develop the expertise and skills of players in the field of special effects – CGI.


3. APPLICATION REQUIREMENTS:
Open to all local production companies that have elements of special effects – CGI in production with the conditions as follow:

3.1. Completing the Application Form by submitting all the information and following documents:
3.1.1. Has a complete film script together with the art concept and production design;
3.1.2. Has a complete production plan;
3.1.3. Identify the elements of special effects – CGI as:
a) The breakdown of special effects in the scenes in thumbnail format;
b) Details of the special effects and the cost/expenditure estimates;
c) The equipment used; and
d) Technical details
3.2. Submit to the Secretariat on or before the date specified;
3.3. A valid FINAS Film Production License;
3.4. Identifying the CGI companies that will implement the elements of the special effects –
– CGI with the ability of the company;


4. TYPES OF FINANCING:

  • Documentary Film
  • Feature Films


5. CRITERIA FOR FILM COMPANIES:

5.1. Local film company owned by Malaysians, of which at least 51.0% or more of its equity is owned by a Malaysian registered Under the Companies Act 1965.
5.2. Film production license is still valid under the National Film Development Corporation Malaysia 1981 Act.
5.3. Company or individual shareholders have experience of at least 3 years in film.
5.4. Has a project to make a film that has special effects or CGI and includes the following:
5.4.1. Equipped scripts and CGI elements described;
5.4.2. The concept paper on the planning of the CGI;
5.4.3. Production timetable;
5.4.4. Financial and cash flow schedule of the project.
5.4.5. Expected earnings
5.4.6. Marketing strategy; and
5.4.7. Any document that can enhance or convince assessors such as distribution agreements.
5.5 Has financing whether personal or any financial institution to implement the project. Accompanying document must be submitted.


6. EVALUATION CRITERIA FOR COMPANY WITH SERVICES OF SPECIAL EFFECTS – CGI:

from Creative Content Industry Guild (CCIG).

6.1. Local film companies owned by Malaysians -51% or more of its equity owned by Malaysian citizens registered under the Companies Act 1965.
6.2. Film Production License is still valid under the National Film Development Corporation Malaysia Act 1981.
6.3. Company or individual shareholders with experience of at least 3 years in the field of CGI.
6.4. All employees of the company or individual must register as a member of the Creative Content Industry Guild member (CCIG) with at least one of the employees or individuals within the company of CGI is accredited from the Creative Content Industry Guild (CCIG).
6.5. The CGI company has agreed to implement the special effects work for the production of the applied company.
6.6. Submit documents related to the capability/capabilities of the special effects company such as:
6.6.1. Company profile (total workforce as well as the expertise, equipment)
6.6.2. Provide a copy of the membership card of the Creative Content Industry Guild (CCIG) every employee or individual accreditation card from the Creative Content Industry Guild (CCIG) for at least one person who is involved with the appointed CGI company
6.6.3. Showreel (experience & achievements).
 6.6.4. Declaring projects being implemented within the time frame of at – least 6 months ahead.
6.7. The company who failed to complete a project under the Special Effects Fund – CGI will be blacklisted.
6.8. Any cancellation of the services of the special effects company by the producer must go through the Special Effects Fund Assessment Committee – CGI.


7. ASSESSMENT CRITERIA FOR PROPOSED FILM:

7.1. The intellectual property of the film is held by the company applying;
7.2. The content of the film should have moral values ​​of the Malaysian society and Malaysia’s identity without jeopardizing the sensitivity and harmony in Malaysia;
7.3. The suitability and necessity element of special effects – CGI


8. ADMINISTRATION OF THE FINANCING FUND

Periodic monitoring visits will be conducted by a FINAS Officer/ the Evaluation Committee through the presentation of the progress report before the next budget is issued from the Creative Content Industry Guild (CCIG).

8.1. Methods and mechanisms of application:
8.1.1. Applicants must use the application Special Effects Form – CGI only.
8.1.2. Application forms can be obtained from FINAS or the FINAS website for free.
8.1.3. Payment will be made in stages according to an agreed upon process completion
8.1.4. Successful production companies need to start the project within the next three months after the signing an agreement with FINAS. If it fails, the agreement is deemed void.
8.1.5. Periodic monitoring visits will be conducted by a FINAS Officer/ the Evaluation Committee through the presentation of the progress report before the next budget is issued.
8.1.6. FINAS has the right to make monitoring visits from time to time.
8.2. Evaluation Process / Approval:
8.2.1. Performances or pitching sessions for Proposal Requesting Special Effects Fund – CGI;
8.2.2. Approval by the Evaluation Committee appointed by FINAS.
8.3. Results of the application will be notified in writing.


9. SUPERVISION AND PROJECT CONTROL

Supervision and monitoring of the project by the National Film Development Corporation Malaysia (FINAS).


2.0. SPECIAL EFFECTS FUND PAYMENT (CGI)

1. THE RELEASE OF THE SPECIAL EFFECTS FUND
Payments will be made to the producer if the producer implements its own CGI or CGI appointed to the company.


2. METHOD OF PAYMENT
Subject to the results of the assessment committee and once satisfied with the work of special effects made and have already qualified – conditions that have been set. Payment will be made to the accounts of the special effects service provider company and not to the producer, in accordance with the method specified as follows: –

The first payment at the rate equivalent to 15% to be paid after the completion of the signing of the agreement by the producer;
The second payment at the rate equivalent to 45% is paid after the producer or the appointed CGI company completes at least 60% of the special effects process.;
Third payment at the rate equivalent to 30% is paid after the producer of the appointed CGI company completes 100% of CGI special effects;
The fourth payment at the rate equivalent to 10% to be paid after the producer completes the film session and obtains the approval from the Film Censorship Board (LPF) and have a preview session for the review committee;

3. GENERAL CONDITIONS
This funding facility provided has one (1) rule for the project of producing the film that

3.1. Where the producer has received financial assistance/Government funds from other is not worth considering,
3.2 A company can only apply for a maximum of two (2) projects from the funding facility provided only one (1) producing film project has receives the fund.
3.3. Companies must complete the whole project in 12 months after signing the agreement.
 3.4 Any production company who fails to complete project under the Special Effects Funds – CGI will be blacklisted.
 3.5 The production company is held responsible for repaying the loan from the Special Effects funds that have been issued if the project fails to be completed fully.
 3.6 Any amendment or cancellation of service of the CGI company must be reported and obtain a written permission from the Committee Assessment Special Effects Fund CGI.
 3.7 The successful production company will be required to submit the ‘Performance bond’ of 5% of the total cost of production.


4. REPORT

The producer shall send a report of the special effects work – CGI every month after the withdrawal of the fund.
